EU Inc (the 28th regime) · 2026/0074(COD)
Supports creating an attractive EU legal entity to retain founders and talent in Europe but wants improvements to national standards to be more competitive and reduce barriers.
Ensure the new EU company form is attractive and competitive enough to retain European founders and startups, preventing them from incorporating outside the EU.
“The lack of an attractive EU legal entity directly leads to more European founders incorporating in the US and opens the door to talent + ambition being drained away from Europe”

Simplify and harmonize company registration processes across the EU to reduce barriers to European-wide expansion and fundraising.
“European founders, looking to build European based team, choose to incorporate as a Deleware business put off by national standards that aren't competitive & barriers to European wide expansion & fundraising”

Open source underneath
WhoShapedIt is a thin layer on open-source packages. Star them, fork them, build your own micro.
Open-source context and state for AI: it keeps only what matters for the question.
In WhoShapedIt: Reads every lobby submission and position paper and each official text, cut into passages, and judges each passage against nine questions (who can use EU Inc, workers on the board, tax…), so every ask and every step is read on the passages that address it.
Open-source Svelte components for clean, accessible interfaces.
In WhoShapedIt: The status, the timeline, the theme picker, the camps of lobbies and the organisation pages.
