Call for evidence (2025) · 30 Sep 2025 Create a seamless digital process for company registration and cross-border operations with a single digital front door covering incorporation, amendments, filings, cap table updates, and cross-border registrations, allowing incorporation within the same day without in-person notaries.
“A 28th regime for start-ups and scale-ups should begin with a seamless digital process for company registration and cross-border operations. This means a single digital front door covering incorporation, amendments, filings, cap table updates and cross-border registrations. Companies should automatically receive their VAT, EORI, and IBAN numbers at the point of incorporation. For standard company forms, incorporation should be possible within the same day as some Member States like Estonia already facilitate, without requiring an in-person notary.”

Call for evidence (2025) · 30 Sep 2025 Provide a library of standardised legal forms and templates pre-vetted by notaries and regulators, available in machine-readable form, including company statutes, term sheets, contractual agreements, and common instruments like ESOPs and SAFEs.
“To support cross-border investment and simplify transactions, the 28th regime should provide a library of standardised legal forms and templates. This would significantly reduce complexity and speed up cross-border transactions, making it easier for cleantech ventures to raise capital. Forms and templates should cover company statutes, term sheets and contractual agreements, pre-vetted by notaries and regulators and available in machine-readable form. In addition, harmonised templates should be offered for common instruments such as employee stock options (ESOPs), SAFEs, convertibles, liquidation preferences, information rights and founder vesting agreements.”
